You can be taught the nuts and bolts of writing. The creativity, persistence, desire, and hard work need to come from you.
You can be taught techniques, format, copyright rules, and how to present your material. All of this information is vital. Without it, you make fundamental mistakes which earn you immediate rejection. This is good news. Although 99 per cent of material which is submitted to publishers is rejected, if you know how to submit your work, and what to submit, you're almost guaranteed to be in the one per cent which is accepted.
The tragedy of the fundamental mistakes that writers unwittingly make is that these mistakes can be rectified, instantly in many cases. However, because they're not aware that they’ve made basic mistakes the writers suspect that the problem is that they don’t have talent, or that they’re not cut out for the writing life.
Writing and publishing is a business. I've always said that if you can write a letter that someone can understand, you can make a living as a writer -- after you've learned the fundamentals of whatever kind of writing you want to do.
